I just found the story to be food for thought. In light of confirmed operations such as COINTELPRO, and the revelations made at the time of the Church committee, it is clear that the elites were very concerned about the changing perceptions of the US population at the time. The financiers cum industralists had consumed all the juice provided by the post-war economic and geopolitical conditions. The convulsions leading to the petro-dollar and the stagnation of wages, combined with the onset of de-industrialization and the collapse of the former industrial cities was underway. So who knows?
